Construction Manager – VA Medical Center (Portland, OR)

Emerging Tech is seeking an experienced Construction Manager to support critical infrastructure modernization projects at the VA Portland Health Care System in Portland, Oregon. This individual will provide construction management and oversight for facility improvement projects supporting the Department of Veterans Affairs. The ideal candidate has extensive experience managing construction projects within active healthcare environments and is knowledgeable in federal construction standards, quality assurance, scheduling, and project execution.

Project Duration: One-year base period with one-year option periods.

Location: Portland, OR (Onsite)

Salary: $110,000–$135,000 annually, depending on experience and qualifications.

Key Responsibilities

  • Review construction contract documents, drawings, specifications, and technical requirements to ensure compliance.
  • Provide construction oversight throughout all phases of the project.
  • Perform constructability reviews and evaluate impacts to ongoing hospital operations.
  • Monitor project schedules, budgets, contractor performance, and change orders while providing recommendations to the Contracting Officer's Representative (COR).
  • Conduct routine site inspections to verify quality, safety, and compliance with contract requirements.
  • Review Requests for Information (RFIs), submittals, shop drawings, and proposed design modifications.
  • Provide recommendations related to value engineering, constructability, sequencing, and long-lead procurement items.
  • Attend weekly and monthly project meetings and prepare detailed project status reports.
  • Coordinate activities among architects, engineers, contractors, and government stakeholders.
  • Ensure construction activities comply with applicable VA standards, federal regulations, building codes, and project specifications.
  • Identify project risks and develop recommendations to minimize schedule delays and cost impacts.

Required Qualifications

  • Bachelor's degree in Engineering, Construction Management, Architecture, or a related field.
  • Minimum of 10 years of combined design and construction management experience.
  • Experience managing construction projects within active healthcare or hospital facilities.
  • Experience supporting Department of Veterans Affairs (VA) construction projects strongly preferred.
  • Working knowledge of the VA Technical Information Library (TIL), VA Design Manuals, and VA Master Specifications.
  • Strong understanding of construction contract administration, budgeting, scheduling, quality assurance, and applicable building codes.
  • Demonstrated ability to lead multidisciplinary project teams and coordinate multiple stakeholders.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office Suite and construction management software (e.g., Microsoft Project, Primavera P6, Procore, Bluebeam, or similar).

Preferred Qualifications

  • Professional Engineer (PE), Certified Construction Manager (CCM), or Project Management Professional (PMP) certification.
  • Experience supporting federal healthcare construction programs.
  • Familiarity with active hospital renovations, Interim Life Safety Measures (ILSM), infection prevention and control (ICRA), and phased construction in occupied medical facilities.
