Position Summary (CSD Role)
Emerging Tech (ET) was founded to meet the emergent need for a standards-based, end-to-end IT consultancy. Our experts across the United States design and implement cutting-edge solutions that transform our partners' capabilities.
We are seeking a Capture Solutions Director to join our growing Business Development team and grow ET's business multiple-fold within the first year. This person will be the technical cornerstone of ET's capture and proposal efforts, translating complex government requirements into winning technical solutions. The role suits a self-motivated professional who owns the capture process and drives multiple opportunities at once, from identification and qualification through proposal submission.

Key Responsibilities

Capture and growth
Collaborate with business development and subject matter experts to identify, build, and execute win strategies.
Engage government customers during pre-RFP shaping to influence requirements and position ET.
Maintain awareness of the competitive landscape, industry trends, and government priorities in the VA and DoD/DoW.

Technical solutioning
Lead technical solution development for RFPs, RFIs, and Sources Sought notices for federal, state, and local programs.
Analyze and decompose complex requirements across a wide range of mission areas and technical domains.
Develop solution volumes, including system designs, technical approaches, and implementation roadmaps.
Identify and integrate emerging technologies, architectures, and methodologies into proposed solutions.
Develop capability prototypes and architect solutions.
Proposal development
Author technical volumes, white papers, and solution narratives from concept to completion.
Support cost and pricing teams with technical basis of estimates and work breakdown structures.

Minimum Qualifications
U.S. citizenship.
Bachelor's degree in Engineering, Computer Science, or a related technical field.
8–10+ years in systems engineering, solutions architecture, or a related technical discipline.
Experience in the defense industry supporting U.S. Government customers, specifically Air Force customers.
Familiarity with VA and/or DoW systems, customer communities, and mission sets.
Proven record of supporting or leading technical proposals in response to government RFPs.
Experience in capture and business development activities.

 Preferred Qualifications

Experience
Proven record of growing a government contractor's awards multiple-fold within 12–18 months.
Led technical solutions on multiple awarded federal contracts, with a strong competitive win rate.
Established relationships with Air Force and VA customers.

Skillset
Familiarity with government acquisition processes and proposal development lifecycles.
Comfort operating across a broad range of technical domains.
Exceptional written and verbal communication; able to explain technical concepts to any audience.
High tolerance for ambiguity; structures solutions from incomplete information.
Strong critical thinking and problem-solving.
Ability to manage multiple concurrent proposals under tight deadlines.

Compensation
Starting salary of $160,000–$185,000, with potential for performance and award-based bonuses.
