Emerging Tech is seeking a Proposal Manager to join our Business Development team! The Proposal Manager will lead, drive, and produce the required (RFI, RFQ, RFP etc.) response while managing a proposal team that has the skills to prepare and submit a winning proposal. The Proposal Manager is responsible for leading a team in drafting, developing content and solutions, and ensuring a seamless proposal process. Responsibilities include the introduction, following of proposal management discipline and established Emerging Tech proposal process, and implementation of all necessary proposal procedures and governance. The ideal candidate must have excellent interpersonal skills, be able to work well with all levels of the organization, be detail-oriented, and proficient in programs such as Microsoft Word and Adobe Acrobat. This is a highly networked role that requires an ability to work under pressure and to meet challenging deadlines.  

Responsibilities: 

  • Manage and serve as the central point of contact for assigned proposals, overseeing schedules, compliance, content, reviews, and final submission. 

  • Review and create proposal outlines, development plans, and schedules, ensuring compliance with all requirements. 

  • Collaborate with senior staff and subject matter experts to develop tailored, compelling proposal content. 

  • Contribute to writing key proposal sections, such as Corporate Experience, Past Performance, and Management Plan. 

  • Conduct final quality control checks, ensuring proposals meet grammar, RFP compliance, and alignment with established strategies. 

  • Effectively manage multiple proposals, meeting tight deadlines and handling changes in priorities. 

  • Develop a strong understanding of government contracting regulations and compliance standards. 

  • Manage and maintain a comprehensive proposal database, utilizing it to streamline the proposal development process. 

  • Foster collaboration in an asynchronous environment to deliver high-quality proposals. 

  • Consistently engage with potential clients and opportunities, drafting and submitting 10+ Sources Sought, Market Research, and RFI responses per month. 

  • Efficiently develop and submit 2+ RFPs per month, including crafting 10+ pages of new content under tight deadlines. 

  • Mentor junior analysts, improving their proposal development capabilities. 

  • Ensure 100% compliance with contract requirements, solicitation formatting, and evaluation criteria. 

  • Tailor proposals to highlight win themes, key differentiators, and compliance-driven writing for maximum competitiveness. 

  • Collaborate across teams, aligning proposal strategies with business development goals. 

Qualifications: 

  • Bachelor's degree in related field (e.g. business, marketing, communications) preferred, other degrees are acceptable. 

  • Candidates should possess a minimum of 3 years of experience writing and managing proposals for small businesses as a prime, with a strong understanding of federal solicitation requirements.  

  • Successfully authored and secured 5+ awarded proposals within the past 24 months, demonstrating effective strategy and proposal execution.  

  • Advanced user in Microsoft Office Suite (Word, Excel, PowerPoint)
