Contract Duration: Two-Year Contract with the Possibility of Extension

Anticipated Start Date: August 3, 2026

Schedule: Standard business hours with occasional evenings, weekends, and off-hours as required to support construction schedules, hospital operations, and critical project milestones.

Position Overview

Emerging Tech is seeking an experienced Construction Manager to provide onsite construction management services in support of renovation, capital improvement, and infrastructure projects at the Bath VA Medical Center in Bath, New York.

The Construction Manager will be responsible for planning, coordinating, and overseeing all phases of construction projects from design through closeout, ensuring projects are completed safely, on schedule, within budget, and in compliance with Department of Veterans Affairs (VA) requirements, federal regulations, contract specifications, and industry standards.

The ideal candidate will have extensive experience managing complex construction projects within occupied healthcare facilities, coordinating multiple stakeholders, and ensuring minimal disruption to patient care while maintaining compliance with federal and VA construction standards.

Key Responsibilities

• Manage all phases of construction projects from planning through final completion

• Develop and manage project schedules, budgets, cost forecasts, and resource plans

• Monitor contractor performance to ensure work is completed on schedule, within budget, and in accordance with contract requirements

• Review and evaluate Requests for Information (RFIs), submittals, change orders, construction schedules, and project documentation

• Coordinate with VA leadership, architects, engineers, contractors, inspectors, and project stakeholders

• Conduct routine site inspections to verify construction quality, safety compliance, and project progress

• Prepare project status reports, cost analyses, budget updates, and executive briefings

• Identify project risks and implement mitigation strategies to maintain project objectives

• Support contract administration, commissioning, project closeout, and final turnover activities

• Ensure construction activities minimize disruption to patient care and daily hospital operations

• Maintain complete project documentation and ensure compliance with VA standards, federal regulations, and applicable building codes

Required Qualifications

• U.S. Citizenship is required

• Ability to obtain and maintain a favorable National Agency Check with Inquiries (NACI) or other required federal background investigation

• Bachelor's degree in Construction Management, Engineering, Architecture, or a related field preferred

• Minimum of eight (8) years of construction management experience

• Demonstrated experience managing commercial, institutional, healthcare, or federal construction projects from planning through closeout

• Experience managing renovation, infrastructure, or capital improvement projects within occupied healthcare facilities is highly preferred

• Experience managing project budgets, schedules, contractor performance, quality control, and contract administration

• Strong knowledge of Design-Build and Design-Bid-Build delivery methods

• Ability to interpret construction drawings, specifications, contracts, and technical documents

• Experience using Microsoft Project, Primavera P6, Microsoft Office Suite, SharePoint, Bluebeam, Procore, e-Builder, or similar construction management software

• Excellent leadership, communication, organizational, and problem-solving skills

• Experience coordinating with architects, engineers, contractors, inspectors, and government stakeholders

• Ability to work independently while managing multiple priorities in an active healthcare environment

• Ability to work full-time onsite at the Bath VA Medical Center

Preferred Qualifications

• Project Management Professional (PMP), Certified Construction Manager (CCM), OSHA 30, LEED, or other relevant construction or project management certifications

• Experience supporting Department of Veterans Affairs (VA), Department of Defense (DoD), General Services Administration (GSA), U.S. Army Corps of Engineers (USACE), or other federal construction programs

• Experience managing projects within active hospital, healthcare, or medical center environments

• Knowledge of VA construction standards, Interim Life Safety Measures (ILSM), Infection Control Risk Assessment (ICRA), commissioning processes, and construction within occupied healthcare facilities

• Experience managing construction budgets, cost controls, project financial reporting, and contractor negotiations

Work Environment

This position requires full-time onsite support at the Bath VA Medical Center in Bath, New York. The selected candidate will work within an active federal healthcare environment and collaborate closely with government personnel, contractors, architects, engineers, and project teams to successfully deliver construction projects while minimizing disruptions to hospital operations and patient care.

Occasional evening, weekend, or off-hours work may be required to support project schedules, facility operations, and critical construction activities.
