Position Summary

Emerging Tech (ET) is seeking an experienced Construction Management Representative (CMR) to provide full-time, on-site construction management support for a federal rehabilitation project in Anniston, Alabama.

The project involves the rehabilitation of existing structures, including demolition and hazardous-material abatement, roofing and existing/historic building repairs, mechanical, electrical, HVAC, and plumbing upgrades, fire detection and suppression, security systems, accessibility improvements, and associated interior and site improvements.

The CMR will serve as the primary on-site construction management resource responsible for observing and documenting construction activities, reviewing contractor documentation, monitoring schedule and quality, supporting RFI and submittal processes, and providing the Government with accurate and timely project information throughout construction.

Key Responsibilities

• Provide full-time, on-site construction management and field observation throughout project execution.

• Observe and document contractor performance, construction progress, workmanship, quality, and conformance with contract documents, plans, specifications, applicable building codes, and safety requirements.

• Prepare detailed daily construction reports and photographic documentation of work before, during, and after construction activities.

• Read, interpret, and evaluate construction drawings, specifications, contract requirements, and project schedules.

• Review contractor baseline and progress schedules and assist with identifying discrepancies, delays, and changes affecting project progress.

• Receive, review, log, track, and coordinate Requests for Information (RFIs) and contractor submittals through completion.

• Review technical, informational, material, and equipment submittals for completeness, accuracy, and compliance with contract requirements.

• Review delivered construction materials and equipment against approved submittals and document discrepancies.

• Review contractor quality-control documentation and compare contractor daily reports against observed field conditions.

• Organize, facilitate, and document preparatory, initial, and follow-up inspections associated with the three-phase construction quality-control process.

• Monitor contractor compliance with applicable safety requirements and Accident Prevention Plans and document observed safety concerns.

• Review and verify contractor record drawings to ensure construction changes are appropriately incorporated.

• Participate in weekly progress meetings, safety meetings, Government coordination meetings, A/E coordination, inspections, and other project meetings as required.

• Prepare meeting documentation and maintain accurate project records.

• Support review of contractor payment requests, schedules of values, and supporting documentation.

• Support review of certified payroll documentation and required labor-compliance records.

• Assist with construction change management, including documenting differing site conditions, scope changes, Requests for Proposal, and associated project documentation.

• Support review of cost estimates and contractor proposals, including labor, materials, equipment, overhead, and profit.

• Assist with project closeout activities, including inspections, deficiency/punch lists, O&M manuals, warranties, guarantees, and other closeout documentation.

• Maintain project documentation using the Government-designated construction management platform and other standard construction-management tools.

• Promptly communicate identified construction issues, discrepancies, and potential nonconformance to designated Government representatives.

Required Qualifications

• Demonstrated experience providing construction management, construction inspection, owner's representative, superintendent, project management, or comparable field construction oversight.

• Strong ability to read and interpret construction plans, specifications, contracts, and schedules.

• Knowledge of construction practices, applicable building codes, safety requirements, inspections, and construction quality-control processes.

• Completed OSHA 30-Hour Construction Safety training.

• Experience with ProjectTeam or a similar construction-management platform used to review and manage RFIs, submittals, construction schedules, field documentation, and contractor deliverables.

• Ability to observe construction activities and evaluate work for conformance with project plans, specifications, and applicable requirements.

• Ability to understand construction cost estimates and contractor proposals, including labor, equipment, materials, overhead, and profit.

• Ability to understand and document construction scope changes and differing site conditions.

• Ability to review construction schedules and evaluate and document project progress.

• Ability to evaluate contractor payment requests in relation to completed construction activities.

• Strong written communication and documentation skills, including preparation of daily reports, meeting notes, field observations, and photographic records.

• Proficiency with Microsoft Word, Excel, MS Project, Adobe PDF, Microsoft Teams, and similar construction/project-management technology.

• Ability to walk active construction sites and climb as necessary on a daily basis to observe construction performance.

• Familiarity with RSMeans, PlanSwift, or comparable construction estimating tools.

Preferred Qualifications

• Previous experience supporting federal construction projects as a Construction Manager, Construction Management Representative, Owner's Representative, Project Manager, or Construction Inspector.

• Experience with renovation or rehabilitation of existing facilities.

• Experience with projects involving MEP/HVAC systems, fire protection, security systems, building renovations, or site improvements.

• Experience with federal construction documentation, quality-control processes, and Government contracting environments.

• Experience with construction management platforms used to manage RFIs, submittals, schedules, daily reports, photographs, and contract documentation.

• Experience reviewing construction cost estimates, change proposals, time-impact analyses, or contractor payment requests.

Work Environment

This is a full-time, on-site position in Anniston, Alabama. The CMR will work directly in an active construction environment and must be comfortable routinely walking construction areas, observing field activities, climbing as necessary, and working around active construction operations.
