VA Programs Lead
Emerging Tech, a fast-growing federal contractor and small business, is seeking a Department of Veterans Affairs (VA) Programs Lead to oversee our organization’s support across programs. In this role, you will serve as the primary point of contact for our subcontractor responsibilities, coordinating internally across teams and externally with prime contractors and government stakeholders. This individual will drive execution across workstreams, manage personnel coordination, and ensure operational compliance and visibility into program performance. This is a high-ownership role ideal for someone experienced in federal contracting, operations, and stakeholder engagement—especially within health IT or VA-related initiatives.
Key Responsibilities:
Oversee day-to-day program execution across VA initiatives—including technical implementation, staffing, and facilities support—ensuring delivery excellence and compliance with contract requirements.
Support full lifecycle staff management across VA contracts, including recruiting coordination, onboarding, credentialing, and offboarding to maintain a reliable and cleared workforce.
Track compliance and reporting obligations, ensuring accurate documentation of subcontractor deliverables, personnel actions, and contractual metrics in accordance with VA and federal guidelines.
Lead internal status reviews and external syncs, reporting program progress, risks, and needs while preparing clear updates for Emerging Tech’s executive team and partners.
Identify, pursue, and shape new VA business opportunities by leveraging Emerging Tech’s socio-economic designations (SDVOSB, 8(a), HUBZone) and aligning offerings to VA mission priorities.
Develop and execute agency-specific account and capture plans, including pipeline development, teaming strategies, proposal inputs, and win themes tailored to VA growth.
Collaborate across internal teams—technical leads, program managers, and SMEs—to align solution design, proposal development, and delivery feedback with VA customer requirements.
Conduct market and competitive analysis using VA procurement data (e.g., SAM.gov, FPDS, USAspending.gov) to inform BD strategy, positioning, and pricing approaches.
Represent Emerging Tech at VA industry forums, conferences, and client engagements, strengthening relationships, building networks, and reinforcing the company’s reputation as a trusted partner.
Qualifications:
- 5+ years of experience in federal contracting, health IT, operations, or program coordination
- Bachelor’s degree required, preferably in business, public administration, health IT, or a related field
- Prior experience working with or supporting the VA strongly preferred
- Understanding of subcontractor-prime dynamics in federal contract environments
- Familiarity with VA systems, clinical support services, or electronic health record modernization (e.g., EHRM, Oracle Health) is a plus
- Excellent written and verbal communication skills, with experience working across technical and non-technical teams
- Strong organizational and problem-solving skills, including managing competing priorities and deadlines
- PMP, CAPM, or related certifications a plus, but not required
