Salary: $140,000 - $165,000 annually, commensurate with experience and qualifications.

Contract Duration: Two-Year Contract with the Possibility of Extension

Anticipated Start Date: August 3, 2026

Schedule: Standard business hours with occasional evenings, weekends, and off-hours as required to support construction schedules, hospital operations, and critical project milestones.

Position Overview

Emerging Tech is seeking an experienced Construction Project Manager to support renovation, infrastructure modernization, and capital improvement projects at the Bath VA Medical Center in Bath, New York.

The Construction Project Manager will oversee all phases of construction project delivery from planning and design through construction and closeout, ensuring projects are completed safely, on schedule, within budget, and in compliance with Department of Veterans Affairs (VA) requirements, federal regulations, and project specifications.

The ideal candidate will have extensive experience managing construction projects within active hospital and healthcare environments where maintaining uninterrupted patient care and facility operations is essential. This individual will serve as the primary point of contact between government stakeholders, contractors, architects, engineers, and project teams throughout the project lifecycle.

Key Responsibilities

• Lead and manage construction projects from planning through final completion

• Develop and maintain project schedules, budgets, cost forecasts, and resource plans

• Manage contractor performance to ensure compliance with project requirements, quality standards, safety regulations, and established schedules

• Review and evaluate Requests for Information (RFIs), submittals, change orders, construction schedules, and project documentation

• Coordinate with VA leadership, architects, engineers, contractors, inspectors, and project stakeholders to resolve issues and maintain project progress

• Conduct routine site inspections to verify construction quality, safety compliance, and project status

• Prepare project status reports, executive briefings, budget updates, and cost analyses

• Identify project risks and develop mitigation strategies

• Support contract administration, commissioning, project closeout, and turnover activities

• Ensure construction activities minimize disruption to hospital operations and patient care

• Maintain project documentation and ensure compliance with VA standards, federal regulations, life safety requirements, and applicable building codes

Required Qualifications

• U.S. Citizenship is required

• Ability to obtain and maintain a favorable National Agency Check with Inquiries (NACI) or other required federal background investigation

• Bachelor's degree in Construction Management, Civil Engineering, Architecture, Engineering, or a related discipline

• Minimum of eight (8) years of construction project management experience

• Previous experience managing construction projects within active hospital and healthcare facilities is required

• Previous experience managing commercial, institutional, or federal construction projects from planning through closeout

• Demonstrated experience overseeing renovation, infrastructure, and capital improvement projects

• Experience managing project budgets, schedules, contractor performance, quality assurance, and contract administration

• Strong understanding of Design-Build and Design-Bid-Build project delivery methods

• Ability to interpret construction drawings, specifications, contracts, and technical documentation

• Experience using Microsoft Project, Primavera P6, Bluebeam, Procore, e-Builder, Microsoft Office Suite, SharePoint, or similar construction management software

• Excellent leadership, communication, organizational, and stakeholder management skills

• Ability to manage multiple priorities in a fast-paced construction environment

• Ability to work full-time onsite at the Bath VA Medical Center

Preferred Qualifications

• Project Management Professional (PMP)

• Certified Construction Manager (CCM)

• OSHA 30 Certification

• LEED Accredited Professional (LEED AP)

• Experience supporting Department of Veterans Affairs (VA), Department of Defense (DoD), General Services Administration (GSA), U.S. Army Corps of Engineers (USACE), or other federal construction programs

• Experience working on projects within occupied healthcare facilities requiring Infection Control Risk Assessment (ICRA), Interim Life Safety Measures (ILSM), and phased construction planning

• Knowledge of VA construction standards, federal acquisition requirements, commissioning processes, and healthcare facility operations

Work Environment

This position requires full-time onsite support at the Bath VA Medical Center in Bath, New York. The selected candidate will work within an active federal healthcare environment and collaborate closely with government personnel, contractors, architects, engineers, and project teams to successfully deliver construction projects while minimizing disruptions to hospital operations and patient care.

Occasional evening, weekend, or off-hours work may be required to accommodate project schedules, facility operations, and critical construction activities.
